Railway safety

The last one of the sections from first tab allows user to look up the information regarding safety. This contains infotmation about last derailment or last SPAD event. This notes have only statistical character. Moreover, if the derailment is crucial for traffic management in the server (region), notification about it will be sent as a system message.
