If displayed aspect is comprised of two lights, then it's allowing the driver to drive past this signal at speed reduced to 100, 60 or 40 km/h which is conveyed by the lower yellow light, sometimes supplemented by a lightbar of green or yellow colour. Upper light informs about the aspect of next signal.
